A combobox that creates a value on the first row: "Create '…'" sits at the top of the list, so Enter creates by default instead of picking a match.

Technical notes
The component is self-contained: one file, no dependencies, its own --vibeui-combobox-021-* palette. Client component: useState holds the known list, the list of created items, the query, the value and the cursor. The create row is added to the start of the row array rather than to the end: canCreate is computed the same way as in the closed variant, but rows are assembled as [needle, ...matches]. The cursor index is always reset to 0 on typing, so Enter lands on the create row by default — an existing match has to be taken deliberately with the down arrow. The create row is a full role="option" with aria-selected="false", set off by a dashed rule below and by an icon of its own, so it cannot be confused with an ordinary option.
