Technical notes
One file, zero dependencies, a client component. The two rows are separated by color, not by type size alone: a large organisation hosts two different audiences in its header — a visitor and a contractor — and the dark bar honestly separates the service row from the main one. The language is a RU|EN switch with the current option filled with the accent. The direction glider is positioned from offsetLeft/offsetWidth and follows cursor and focus; until the JS is ready the direction keeps a static underline. In a narrow column the service row shrinks to the phone and the language, and the directions move into a panel that closes on Escape and on an outside click. Palette --vibeui-navbar-016-*.
